Four quarters of scope changes
A snapshot records the shape of the cost structure rather than a price list: which line items exist, what basis each is charged on, and whether that basis changed. A quarter where nothing moved is a useful record, because it tells you the figure you relied on last quarter is still the same kind of figure.

What a snapshot does not record
It does not record carrier rate cards, because those change without any change in scope and a list of them would be stale within a month. It does not record a single number for anything that varies by destination. And it does not carry forward a figure we can no longer derive, because a fee basis without a traceable source is worse than an empty row.
